FINALLY BAGS THE MOST COVETED
FIRST
ALBAY KADUNONG AWARD!
KADUNONG
Awards Best Practices for Education is a program of t he Province of Albay under
PROJECT-EQUAL of Gov. Joey Salceda. This was participated in by 18 Local
Goverments (15 towns and 3 cities) in t he Province of Albay. Our official entry
was the Basic Higher Education Municipal
Model (THE BHEMM PROJECT) which covered all the different projects,
program, activities that the Local Government of Libon pursue for education.

The presentation was done last October 14, 2009 by our
very own, very dynamic and the best leader in town Hon. Mayor Agnes “Bem”
Dycoco at BU Graduate School and the second level presentation, which was
the validation stage, conducted at Macapagal Center last November 17, 2009. We
waited for barely a month for the results of the KADUNONG Awards. Then on
December 23, 2009, during the awarding ceremony, the first KADUNONG Award was
finally bagged proudly by our municipality. Our very own Libon bested them all!
We were so glad that we are now reaping the fruits of our efforts. The awarding
was held at Albay Astrodome. The Libon entourage was composed of; Municipal
Councilor Tony Se, Education Committee Chairman, Ms. Susie Cambaling, LICOM
College Administrator, Dr. Nelia Ciocson, College Dean, Barangay Captains,
Heads of Schools, education advocates, BRYT Scholars and managed by Ms. Ela
Pavilando and the staff of the office of the mayor.
The
Mayor who prepared for this choreographed acceptance ceremony has to be with
her family (it was Pre-Christmas Eve) and thus has to be represented by Ms.
Alyssa Roselada- a Grade 1 pupil of Libon Central School when the date was
moved to December 23. But before she left for the traditional holiday break
with her family, she drafted Ms. Roselada’s speech. And this speech with so
many difficult words was ably read by the Grade 1 pupil from Barangay Bacolod
who was a product of the Synergia Project. The speech drew tears from the
audience and it was Libon’s acceptance that was so much applauded because the
stakeholders were there to receive them. After
the program, the Guest of Honor, CNN Hero Efren Peñaflorida posed with the
Libon contingents. The cash prize of P200, 000 was already committed to the
Alternative Learning System (ALS) Project of the LGU to help the Out-of-School
youth and the adult sector, in partnership with the DepEd. We are really
grateful of receiving our first award. It was indeed of great honor to be
chosen as the Most Outstanding Local Government Unit with the Best Practice in
Education and the First KADUNONG Awardee of Albay! LIBON
is gearing up for the KADUNONG Award 2010. And for the year 2009, this was the
second distinction for governance (GO SAIL LIBON becomes a GALING POOK
finalist). We’re
starting to reap our seeds for Good Governance.
