LIBON WINS ITS
FIRST AWARD!
Of the 18 Local Governments of Albay (15
towns and 3 cities), LIBON, OUR VERY
OWN,
BESTED THEM ALL!
Last Dec. 23, the whole entourage of
Libon-barangay captains, heads of schools , education advocates, Mun. Councilor
Tony Se, Education ComChairman, Ms Cambaling, LICOM College Administrator, Dean
Nellie Salalima-Ciocson, college dean and managed by Ms. Ela Pavilando and staff
of the Office of the Mayor were in three jeep loads to the Albay Astrodome, to
receive the first ever distinction from an award winning body. The Mayor who prepared for this occasion,
but had to be represented, when the date was moved to Dec. 23, was ably
represented by a poetic symbol of her strong advocacy for education- a Grade 1
pupil from Libon Central School. |
Befor e she left for the traditional holiday
break with her family, she drafted the speech of Ms. Roselada, the Grade 1
pupil from Barangay Bacolod, and this speech (see related article) with so many
difficult words, were ably read by the pupil, who by the way, was a shining
example of a product of Synergeia Project. This project implemented in 41
elementary schools aimed to produce a generation of readers from among our
children. This speech was so poignant, that it drew
tears from the audience. And it was Libon’s acceptance that was so much
applauded, because the stakeholders were there to receive them.

Penaflorida gamely posed with the Libon contingent. He was the Guest of Honor. The Official Entry of Libon was THE BHEMM
PROJECT. This has been written a lot, shown to many fora, as an integrated
initiative of a Local Government for Education. It is a comprehensive template
for education, from early education to tertiary and everything in-between. Thru
the BHEMM Project, the Mayor is confident, that all sectors will be given a
window for education and on the whole EMPOWER the Libongeno to make decisions
to improve their lives. We cannot always be talking and reminiscing
of Libon’s intellectual prominence, in the past tense. We have to use this as
both a motivation and a challenge to live out this intellectual gift at the
present. We have to open and spread these opportunities to the greater
Libongeno population, not just a few who can afford education an d a life-long
learning. Once these greater number is empowered,
these are the ones who will stay in Libon, throb with the ordinary folks of
Libon, live out their aspirations, better able to empathize their needs. Its a
great social engineering of a town, so steeped in history, but has quite been
caught in a time-warp of reminiscence of intellectual prominence. Open these opportunities. Spread out these
chances. Not LIP SERVICE. NOT OCCASIONAL ENGAGEMENT. NOT SELECTIVE CHARITY..But
consistent and dedicated pursuit for education and empowerment, for the greater
number of its people. EMPOWERING our people now, for the future generation, and
a much dynamic LIBON As little Ms Roselada has said, Libon is
gearing up for the 2010 Kadunong Awar ds, we are, indeed. This January,
LGU-Libon will be launching the GAWAD LIBON SA EDUKASYON, as a parallel
template with the province. And on Easter Sunday of 2010, will be the awarding
of Libon’s FINEST IN EDUCATION. The Cash Prize of P200,000 has already been
committed for the Alternative Learning System (ALS) project of the LGU for the
Out of School Youth and Adults Sector, in partnership with the DepEd. As the streamer says-CONGRATULATIONS
LIBON!....THE MOST OUTSTANDING LOCAL GOVERNMENT UNIT WITH THE BEST PRACTICE IN
EDUCATION AND THE FIRST KADUNONG AWARDEE OF ALBAY. CONGRATULATIONS LIBON, indeed.
