Lee Kwan Yew Visit

LEE KWAN YEAW SHOOL OF PUBLIC POLICY

National University of Singapore

CHARMED by Libon and Libongenos!

January 18 - 19, 2012

The 2nd team from Singapore arrived - Professors Scott and Jonathan, Harvard educated professors who head Executive Education at Lee Kwan Yew School of Public Policy, National University of Singapore, Singapore's biggest and premier university.

They were also Mayor Bem's professors.... They might have been intrigued by what she had been sharing in class, that they decided to bring the class of International students to Libon, Albay, Philippines, for a week of experiential learning in the next SMP Batch this year.

They were brought around - Day Care at West Carisac, San Isidro Elem School, San Vicente High School, Libon Community College. Met also the Department Heads, Barangay Captains, Local School Board, Vice Mayor Das Maronilla and the SB, and had an exit lunch with Regional Director Remy of DSWD.

The planned output of the class will be a document that will strengthen and sustain the notable governance programs and innovations of Libon, for the next 10 years, and Level Up current governance practices by a Local Government vis a vis Central Government, other development partners and other stakeholders.

This is surreal...Wow! Let’s pray for the best.

Super Proudly Libon!

Alay sa Pamilya

ALAY SA PAMILYA (Solo Parents)
PAMASKONG HANDOG NG LGU
December 20, 2011

LGU Libon Staff, went on with the 2nd day Alay event, this time to solo parent families. Every department adopted a solo parent family. Solo - as in widow, widower, separated, with an invalid spouse, a grandparent raising grandkids solo.

They arrived in droves, or were fetched by department staff, brought around depts, explained what services are offered, toured to church, Libon Flaming Water, the Waste Processing Center, the Visitor's Info and Pasalubong Center, to the Libon Town Center.

The women were treated to footspa or hotoil, kids to haircuts. The staff, with a budget for groceries, shopped with them. Some even went to Jollibee for a jollibee meal. A clown entertained the kids, complete with prizes for games, at the LTC, all compliments' of the adoptive department.

At 3 pm, the event closed with a mass and a program where every department shared their stories of how they showered these families attention and care.

Gifts were given, generously, by the staff, and pictures for posterity taken.
Two of the solo parents gave their responses, they were very thankful for this event and expressed their gratitude to the LGu employees for making their Christmas a very memorable one this year.

The song- Tuloy na Tuloy na ang Pasko were sung by the LGU employees as a finale. Could very well be their message to these incomplete families this Christmas- Tuloy na Tuloy pa rin ang Pasko!

And for LGU employees- they realized years ago, that going out of their way, going the extra mile, touching lives, making a difference, more than what is expected of them as government workers....never fail to make Libon Christmas happier.

Truly, Maka- BAYANg Paskong Libon 2011!

Alay kay Mam at Sir Ko

ALAY KAY MA'M AT SIR KO:

Pasasalamat namin ngayong PASKO

December 19, 2011

A First in Lgu Libon, and most believe, a first among LGUs in Albay, when employees of the Local Government brought their favorite teachers, deidicated tribute messages and some sang to them, of course gave them Christmas gifts and hugged and kissed them!

They came....aged, bearing the signs of stroke, old age, wrinkled faces, shrinking sizes, white hair, thinning hair, some disabled, mincing steps, some with less teeth, aching backs. But they came....

Some still in service, but age is evident. Tired faces, peppermint hair, anticipating retirement soon.

Some still up and about with so much promise of shaping our lives!

They came in their best. Every dept and unit head read their dedications and introduced each favorite teacher.

After the gifts, came the thrill of raffle draw- rice, gifts, cash tokens. Councilor Antonio Se and Councilor Janero Saclag, both from the Committee in Education of the SB raffled cash prizes, and Mayor John Dycoco, upon the prodding of Mayor Bem paid a visit and gave P5,000 cash tokens!

In the response, the LGU staff were so touched by the teachers' message- a very old teacher who travelled all the way from Pantao said, in her decades of teaching, it was her first to be given an accolade by a student now an LGU staff. Her student is now the acting Mun Accountant. Another one said, indeed they were so touched by the gesture of the LGU Libon staff, their first to be given such.

A circle was formed by the employees as a finale number, the Circle of Love. Surrounding their favorite teachers, they sang- Isipon Mo Sana..namomotan ta ka!

Mayor Bem, remembering her mom, a teacher, started on an emotional note, in her opening message. Several others, felt similarly, and most of the time, wiping of tears was inevitable, by the faithful student and the favorite teacher. It was a poignant moment. Living tributes are better than eulogies, definitely!

The Mayor said it well - without you, we would not have been here!

But the best of the event, was ending it on a note of thankfulness for receiving the passion and dedication of public servants, called teachers. For recognizing their sacrifices and how much their work impacted on our lives, of who we are now and what we have done, are a lot because of them.

This Christmas, as we celebrate Maka-BAYANg Paskong Libon, we remember them, and as we give them our Christmas tokens, we got the better deal of it- we felt lighter, happier, and in the true meaning of Christmas, realize that indeed... it is MERRY!

Libon has received another great Christmas gift.

Beloved teachers...Christmas tokens are never enough to say, Thank You, for being a big part of who we are now! Long life and Good Health! And if it is your time to be called home, Be Happy, you've had a well lived life, simply because, you've given much of yourself!

The Philosophy of Pacman

THE PHILOSOPHY OF PACMAN

by: Mayor Agnes "Bem" P. Dycoco

Libon, Albay

The lifestory of Pacman could very well be  the lifestory of the typical Pinoy, it could even be the story of our country, in the community of nations.

As I write this, I have just finished watching his much awaited fight with Juan Marquez, 12 rounds of high tension alternating with cheers, beside my husband, himself an avid fan of the boxer.

I have read Pacman's lifestory in many articles, enjoyed the personal stuff about his family life, his one-of-a-character mom, even his dalliances. Heard him sing, strum his guitar, but I guess, Ive matched more about him in this fight, when what I saw and heard touched  my sense of national pride- cable TV, complete with narrators with the American twang,  featuring his life-humble beginnings in GenSan, chronicled his  fights, family, and what he has become. Talk TV featured his mom, wife and kids, his hometown, his circle of friends and alliances (now a lot), his new $2m house in California, his ferrari,  and for every mention of Filipino, "Philippine", of course,  my heart swells with pride. Being featured positively, singularly Manny, was a welcome break!
